Energy Transition WG Meeting: Financing the Energy Transition
Exciting updates from the AHK Azerbaijan Energy Transition Working Group meeting on “Financing the Energy Transition!”. This session is part of our series "Innovate, Collaborate, Transform – Expectations for COP29" in preparation for COP29 Azerbaijan.

Rashad Huseynli, Vice Chairperson of the Energy Transition Working Group, welcomed over ten companies to discuss the critical need for funding Green Energy initiatives.

Key insights from Vitaly Yakovlev, Head of the Infrastructure sector, Managing Partner of KPMG Azerbaijan, & Deal Advisory Partner of KPMG Caucasus and Central Asia (CCA), highlighted the urgency of addressing climate risks, a key goal of COP29.

Seymur Niftaliyev, Director of Law KPMG Azerbaijan, emphasized the importance of developing green infrastructure in Azerbaijan, showcasing the role of Public-Private Partnerships (PPPs) and Green Loans in supporting sustainable projects.

The meeting concluded with a fruitful idea-sharing session. Together, we’re paving the way for a greener future!
Looking back on the German Business Initiation Trip to Baku     

AHK Azerbaijan had the pleasure of embarking on an inspiring five-day journey with German railway technology providers as part of the Markterschließungsprogramm (MEP).

During this trip, we gained valuable insights into Azerbaijan's railway sector and connected with key players including Azerbaijan Railways, Baku Metro CJSC, Proxima at Balakhany Industrial Park, Rail Trans Service LLC (RTS), INNOPRO CJSC, Alstom Transport Azerbaijan LLC, and Railways Communications and Technologies LLC. In these meetings, we discussed the business activities of European companies in Azerbaijan, as well as current projects, tenders, and opportunities for German companies to participate actively.

A highlight of the trip was the information event titled "Innovations in Railroad Technology in Azerbaijan: Partnerships and Opportunities for German Companies." This provided a fantastic platform for B2B meetings, allowing German companies to gather firsthand information about the industry.

This delegation trip is organised in collaboration with COMMIT Project Partners GmbH and on behalf of the Federal Ministry for Economic Affairs and Climate Action (BMWK).

Sustainable Flooring Solutions for Azerbaijan's Future Events    

Trident Trackway LLC, a partially German-owned company based in the United Arab Emirates, has made a significant contribution to the Olympic Stadium in Baku, supplying 20,000 sqm of flooring protection for the upcoming COP29 event.

Once the event wraps up, they are exploring the possibility of repurposing the trackway tiles within Azerbaijan. This initiative not only supports the anticipated demand for such innovative flooring solutions for future events but also aligns with the sustainability goals of COP29 by minimizing carbon emissions. By keeping the materials local, they aim to foster a circular economy and contribute positively to the region's event infrastructure.

COP29 Azerbaijan Operating Company, Azerenerji’s Green Energy Power Plant sign memorandum

A Memorandum of Understanding (MoU) has been signed between the COP29 Azerbaijan Operating Company and Green Energy Power Plant LLC under Azerenerji OJSC.   

This agreement ensures that the Baku Stadium, venue for COP29, will be powered entirely by renewable energy sources throughout the conference, Trend reports. The MoU was signed by Hikmat Mustafayev, Chief of Staff at the COP29 Azerbaijan Operating Company and Emil Ibadov, Green Energy Power Plant LLC. The document also outlines a five-party agreement between COP29 Azerbaijan Operating Company, Azerenerji OJSC, Azerishig OJSC, Stadium Operating Company LLC, and Green Energy Power Plant LLC to ensure effective collaboration and coordination in delivering the renewable energy supply.

Speaking at the event, Ayan Najaf, a member of the Coordination Board and Spokesperson for the COP29 Azerbaijan Operating Company, stated: “COP29 has set several precedents in sustainable event operations and management, significantly boosting the promotion and implementation of sustainable practices and the green transition in the country. We are confident that various event infrastructures and venues will be managed with environmental responsibility, focusing on energy efficiency and green energy supplies, following the example set by Baku Stadium.”

Following on, Director of Green Energy Power Plant LLC Emil Ibadov highlighted President Ilham Aliyev’s vision to transform the liberated territories into a green energy zone and make efficient use of the region’s hydropower potential. He noted that the company currently generates green energy from 32 small hydropower plants in the Karabakh region, with a total capacity of 270 MW, and stressed the vital role of such projects in combating climate change.

It is worth noting that the COP29 Azerbaijan Operating Company has already implemented measures to reduce the conference’s carbon footprint and environmental impact. These measures include using Hydrogenated Vegetable Oil (HVO) instead of diesel in generators for temporary structures around the Baku Stadium and installing energy-efficient equipment throughout the stadium and its surrounding buildings.

Azerbaijan designates area for construction of a solar power plant in Jabrayil district

The Cabinet of Ministers of the Republic of Azebaijan has made a decision "On designating a state-owned land area in the administrative territory of the Jabrayil district as a renewable energy zone," APA reports.  

According to the decision, a 229.0-hectare plot of state-owned land in the Jabrayil district, part of the Eastern Zangazur economic region, has been allocated as a renewable energy zone for the construction of a solar power plant with an initial installed capacity of 50 MW and a total capacity of 100 MW.

Azerbaijan, Hungary debate co-op opportunities between financial sectors

Azerbaijan and Hungary have discussed opportunities for cooperation between financial sectors, Trend reports.

 

According to the Central Bank of Azerbaijan (CBA), the deputy chairman of the CBA, Aliyar Mammadyarov, met with the deputy chairman of the Central Bank of Hungary, Barnabás Virág, within the framework of participation of the bank's delegation in the annual meetings.

At the meeting, it was expressed satisfaction with the existing cooperation relations between the central banks, as well as appreciation for the organization of joint trips for training and exchange of experience.

Moreover, during the meeting, the sides exchanged views on the current economic ties between the countries, the macroeconomic situation, and opportunities for cooperation between the financial sectors.

ADB set to finance solar power plant in Azerbaijan's Bilasuvar district

The Asian Development Bank (ADB) is set to finance the construction of a solar power plant with a capacity of 445 MW in the Bilasuvar District of Azerbaijan, Trend reports.  

According to the bank’s data, ADB is proposing a loan of $50 million for the project.

The Ministry of Energy will receive 1,454 hectares of the project's land for development.

The aim is to increase the share of renewable energy in the country, reduce dependence on natural gas, and cut carbon dioxide emissions significantly.

This initiative aligns with Azerbaijan's environmental goals under the Paris Agreement and will utilize innovative financial structures while adhering to strict environmental and social standards. Special attention will be given to minimizing environmental impact and protecting biodiversity, particularly since the project area partially overlaps with habitats for migratory birds. Studies have indicated that there will be no adverse effects on nature.

The solar power plant represents a crucial step in Azerbaijan's transition to a low-carbon economy and will significantly contribute to the country's sustainability objectives.

Additionally, the European Bank for Reconstruction and Development (EBRD) is also planning to fund a similar solar power plant in the same region. Abu Dhabi Future Energy Company PJSC, a Masdar subsidiary, will implement this $380 million project with a loan of up to $100 million from EBRD in collaboration with SOCAR Green.

Binance to roll out new crypto initiatives and educational tools in Azerbaijan

 Binance is actively preparing to introduce new products in Azerbaijan next year that cater to the needs of local clients, General Manager of Binance for the CIS and Eastern Europe Kirill Khomyakov said in an interview with Trend.  

Khomyakov made it clear that Binance is always ready to keep the lines of communication open with regulators, which is a crucial piece of the puzzle for the smooth sailing of cryptocurrencies and blockchain technologies.

"The Azerbaijani government's keen interest in engaging in discussions with prominent members of the crypto industry regarding critical regulatory matters suggests that the nation is prepared to remain in step with global developments in the digital economy," he noted.

He highlighted Azerbaijan's robust digital backbone, pointing out that it opens the door wide for the blossoming of the cryptocurrency sector.

"This resource will be essential for executing collaborative projects with Binance, other significant market participants, and various Web3 initiatives," he added.

Khomyakov also mentioned that Binance is all ears for partnerships with Azerbaijani financial institutions and businesses, spotting a goldmine of potential for collaboration, especially in the realm of education.

"Binance prioritizes education and is developing partnerships with local universities. In 2018, Binance Academy was founded to encourage crypto education and literacy. Today, it has over 1,000 articles, glossaries, and extensive courses in over 30 languages. Similar projects are happening in Kazakhstan, where we are educating students from 22 higher education institutions in blockchain engineering and compliance. We plan to train 40,000 students by 2026 as part of this effort," he said.

Binance intends to initiate a "Crypto School" initiative, featuring a fundamental teaching program on blockchain and cryptocurrency, involving more than 1,000 students from the CIS region.

"More than 1,000 students from the CIS have engaged in this program. Binance Academy presently provides an advanced education for Azerbaijani users, encompassing subjects like blockchain technologies, NFTs, decentralized apps (DApps), decentralized financing (DeFi), crypto trading, and additional topics," the general manager highlighted.

With an eye on the horizon, Khomyakov laid out the game plan for the tail end of this year and the dawn of the next.

"We will persist in improving the user experience on our platform and introduce new products to satisfy the requirements of our clients in Azerbaijan and beyond. We want to implement educational programs to enhance cryptocurrency knowledge among the populace, which we feel will benefit both business development and the broader expansion of the cryptocurrency sector in the region," he concluded.

AccessBank and KOBIA Sign Memorandum for "Bizdən Biznesə" Project

 AccessBank has launched “Bizdən Biznesə” a new initiative designed to support startups.This project will be implemented in partnership with the Small and Medium Business Development Agency (KOBIA) as part of a public-private collaboration.

 

The primary objectives of the project are to stimulate innovation, create opportunities for new businesses, and provide a platform for startups to realize their ideas. It will offer mentorship and financial support to small and medium enterprises (SMEs) in Azerbaijan, explore promising business concepts with potential for sustainable growth and positive societal impact, and foster a robust network of entrepreneurs.

Entrepreneurs and startups are encouraged to participate, and the application process is now open. Financial resources will be allocated for the projects selected by the jury.

In support of this initiative, a Memorandum of Understanding was signed between KOBIA and AccessBank at the "Bakı KOB evi", accompanied by a project presentation.

"KOBIA, as an integral part of the entrepreneurial ecosystem, provides various forms of support and services to foster new business creation, expand existing enterprises, and implement innovative startup projects. The execution of such initiatives within a public-private partnership framework is crucial, and KOBIA actively supports private sector initiatives," - added Orkhan Mamedov, Chairman of the Board at KOBIA.

Azerbaijan's Migration Service presents initiatives regarding preparations for COP29

Azerbaijan's State Migration Service is collaborating with the International Organization for Migration to conduct a high-level panel discussion on human mobility related to climate change in anticipation of COP29, set for November 18, said Ulvi Aliyev, Head of the International Cooperation Department at the State Migration Service, Trend reports.  

The head made the statement at a media briefing on the results of a media tour of Heydar Aliyev International Airport in preparation for COP29.

“The State Migration Service, in conjunction with the COP29 Organizing Committee and the Azerbaijan COP29 Operating Company, has executed initiatives to optimize migration registration processes, enhance awareness, and promptly resolve issues that may occur during entry and exit from the country. The registration period for COP29 participants has been extended from 15 to 30 days, as stipulated in the agreement between the Government of Azerbaijan and the UN Framework Convention on Climate Change Secretariat. These regulations pertain to foreign nationals and stateless persons entering the country with a COP29 visa or without a visa, contingent upon their registration with the UN Framework Convention on Climate Change Secretariat.

Essential technical and organizational arrangements have been established to efficiently execute these requirements and facilitate seamless border crossings for foreign participants, particularly those entering without a visa," Aliyev said.

He mentioned that to keep foreigners in the loop about the pertinent rules, a wealth of information on migration regulations has been rolled out on official websites and other resources tied to COP29.

"Airlines conducting flights to Azerbaijan and other designated groups have been supplied with relevant information. During the conference, essential measures will be put in place to improve operations at critical points of interaction between foreign citizens and migration authorities, including Heydar Aliyev International Airport, the Service's Call Center, and other service locations," he added.

Azercosmos, the Space Agency of Azerbaijan, has announced a tender for the purchase of IT equipment.

The Central Bank of Azerbaijan Republic (CBAR) has announced a tender for the purchase of car maintenance and repair services.
